After 40 days, the federal government appears on the cusp of reopening. Lawmakers have unveiled the text for three of the six appropriations bills that form part of a broader agreement to end the ongoing government shutdown. The “minibus” package, covering Military Construction and Veterans Affairs, the Legislative Branch, and Agriculture-FDA, would fund those areas through fiscal year 2026. It also extends funding for other federal agencies under a temporary continuing resolution (CR) through January 2026. The measure may include provisions to support federal worker rehiring for those laid off through reduction in force (RIF) measures.
After weeks of uncertainty, this agreement offers long-awaited relief and a path forward for millions of federal workers and the public at large.
Key Details of the Released Bills:
• Military Construction-Veterans Affairs: Funds veterans’ programs and benefits, and defense construction projects, for the 2026 fiscal year.
• Legislative Branch: Funds Congress and its support agencies, boosting security funding for members and preventing deep cuts to the Government Accountability Office (GAO).
• Agriculture-FDA: Includes $26.7 billion in discretionary spending, and provides funding for conservation programs.
